From Pakistan to Canada: the NDEB route for dentists
NDEB's page for Pakistan is the shortest of the four: the degree must be issued in English, and no internship certificate is required. This page covers what to send, what one pass costs in rupees and where to ask for help.
Quick answer
- One pass of every step costs $11,500 CAD (about PKR 22.7 lakh), at the rate dated on this page.
- NDEB counted 146 applications from candidates who studied dentistry in Pakistan in 2024-25, behind India's 840, Canada's 592 and the the United States' 185.
- The Bachelor of Dental Surgery must be issued in English and sent as a notarized color copy of both sides.
- A statement of good standing must come straight from the licensing body, in a sealed envelope with no signature of yours or a relative on it.
Who this page is for
This page is for dentists with a Bachelor of Dental Surgery from Pakistan, issued in English, from a program that the government of Pakistan authorizes and that the Commission on Dental Accreditation of Canada (CDAC) does not recognize. You apply to the NDEB Equivalency Process. Citizenship or permanent residence is not a condition.
NDEB's 2024-25 annual report shows 146 applications from candidates who studied in Pakistan. On the same map the United States has 185, Australia 123 and Iran 116, so Pakistan sits among the larger groups. The map counts applications and shows no exam results for any country.
NDEB publishes no pass rate for any country of training. The AFK pass rate page shows what it does publish.

The route in brief
The order is fixed: application, AFK, ACJ, NDECC, then the Virtual OSCE of the Certification Process, which leads to NDEB certification. For Pakistan the page to read is NDEB's list of documents, which asks for a degree issued in English and no internship certificate. Credential verification takes about 10 weeks when the documents are right. Read each step with its fee, how long the route takes, what can differ from training at home, the language rules and how to prepare.

Documents NDEB lists for Pakistan
Nothing on NDEB's Pakistan page goes through an electronic service. The university sends the Confirmation of Degree Form and the academic record, the licensing bodies send the statements of good standing, and you send the degree and your ID.
| Document | NDEB's rule |
|---|---|
| Degree | A notarized color photocopy of the front and back of the final degree (Bachelor of Dental Surgery), issued in English. |
| Internship | Not required. |
| Confirmation of Degree Form | Received directly from the university, confirming the program length as shown on the academic record and the date the degree was issued. A form completed by an official of an affiliated college is not accepted. |
| Academic record | Official transcripts, or a photocopy of all mark sheets stamped and signed by the Registrar or Controller of Examinations, listing all courses and individual grades. They come directly from the university. Transcripts issued by an affiliated college are not accepted. |
| Statements of good standing | A letter or certificate from every licensing body where the dentist was licensed, sent directly by that body. |
A working order for Pakistan. NDEB sets no order. This list is ours, built from NDEB's page for Pakistan and its Application Guide, with the steps that depend on other people first.
- Ask the university which office signs the Confirmation of Degree Form and issues the academic record before you request either.
- Ask each licensing body for a statement of good standing, sent in a sealed envelope with its stamp. Your name or signature, or a relative's, must not appear on the envelope or the waybill.
- Have a notary copy the degree on both sides in color, with your photo ID, and mail your own documents to NDEB.
The notary, translation, affidavit and name rules that apply to every country are in the documents section of the AFK pathway.

Costs in CAD and PKR
NDEB charges in Canadian dollars. The PKR column uses 1 CAD = 197.60 PKR, read on 23 October 2026. Your bank will use another rate.
| Step | CAD | About PKR |
|---|---|---|
| Application | $900 | PKR 1.8 lakh |
| AFK | $1,000 | PKR 2 lakh |
| ACJ | $1,350 | PKR 2.7 lakh |
| NDECC | $6,500 | PKR 12.8 lakh |
| Virtual OSCE | $1,750 | PKR 3.5 lakh |
| Total, passed first time | $11,500 | PKR 22.7 lakh |
Retakes and local costs come on top. The AFK fees page, the pathway cost calculator and the study planner price and plan them.

Questions from Pakistan
Do I need an internship certificate from Pakistan?
No. NDEB's page for Pakistan lists the internship as not required. The Application Guide asks for a certificate only when a program requires an internship for the degree. NDEB says requirements can change, so check the page before you send documents.
What if my degree is not issued in English?
NDEB's page for Pakistan asks for the degree issued in English and describes no translation route. Ask the credential verification team before you order copies. A candidate who cannot supply a required document for reasons beyond their control can ask for NDEB's Alternative Document Submission process.
Why was my statement of good standing refused?
NDEB refuses one that passed through your hands or a relative's, or that has your name or signature on the waybill or envelope. The licensing body has to send it directly, sealed and stamped. The credential verification team emails the steps to fix it, and the application stays incomplete until then.
Who sends which Pakistani document?
The university sends the Confirmation of Degree Form and the academic record straight to NDEB. Each licensing body sends its own statement of good standing. You send the notarized color copy of the degree, the notarized copy of your photo ID and the signed Required Documents Form, by mail or courier.
Can a Pakistani university email the academic record?
Only as a scanned, attested copy from an official, traceable email account that shows the university's name and the sender's position. Free addresses such as Gmail are refused. Put your NDEB identification number in the subject line.
